Asbestos Trust Funds for Navy Veterans

Dozens of companies that manufactured or supplied asbestos-containing materials used aboard U.S. Navy vessels filed for bankruptcy and established compensation trust funds. These trusts collectively hold over $30 billion set aside for claimants — including Navy veterans and civilian shipyard workers. Trust fund claims operate independently of VA benefits: a veteran can receive VA disability compensation, pursue a civil lawsuit, and file trust claims simultaneously.

The trusts listed below are those with the strongest documented connection to U.S. Navy vessel construction and overhaul. This is not a complete list of all asbestos trusts — it covers the manufacturers most commonly identified in Navy shipboard exposure litigation. Nothing here constitutes legal advice.

Navy Veterans: Two Ways to Recover — Use Both

VA Presumptive Benefits (38 CFR § 3.309): Navy veterans diagnosed with mesothelioma, asbestosis, or asbestos-related lung cancer may be entitled to VA disability compensation with no statute of limitations — file at any age after discharge. Your DD-214 plus a diagnosis is typically sufficient to establish a presumptive service connection. No causation burden. Approval timeline: 6–18 months. Potential lump sum: $500,000–$1M+.

Civil Lawsuit (concurrent — not exclusive): VA benefits do not bar a separate civil claim against asbestos product manufacturers. The federal maritime statute of limitations is 3 years from diagnosis (46 U.S.C. § 30106). Both tracks run simultaneously. An experienced maritime asbestos attorney can pursue both.

Action: Locate your DD-214, enroll in the VA Asbestos Medical Surveillance Program, and consult a maritime asbestos attorney about the civil track — all in parallel.

Major Trusts — Navy-Relevant Products

Johns-Manville / Manville Personal Injury Settlement Trust
Navy-relevant products: Pipe lagging, thermal insulation board, boiler block insulation, gaskets — present on virtually every U.S. Navy vessel built before 1980
The Manville Trust is among the largest asbestos trusts in existence. Johns-Manville was the dominant supplier of asbestos insulation materials across the Navy's shipbuilding program from the 1940s through the mid-1970s. Veterans who worked in enginerooms, firerooms, or machinery spaces on pre-1980 vessels have strong potential eligibility.

Babcock & Wilcox Asbestos Personal Injury Settlement Trust
Navy-relevant products: Marine boilers, boiler room insulation, steam generators — standard on destroyers, cruisers, aircraft carriers, and amphibious vessels
B&W supplied boilers to the Navy for decades. Boilermen (BT), Machinist's Mates (MM), and engineroom personnel who maintained B&W boiler systems are among the most commonly represented Navy claimants in trust proceedings.
Open / Paying
Combustion Engineering (CE) Asbestos PI Trust
Navy-relevant products: Boiler systems, pressure vessels, heat exchangers — widely used in Navy propulsion plants
Combustion Engineering was a major boiler manufacturer for the Navy, competing with and complementing Babcock & Wilcox installations across the fleet. Exposure claims for CE boiler systems follow the same exposure pattern as B&W claims.

Owens-Illinois Asbestos Personal Injury Trust
Navy-relevant products: Kaylo pipe insulation — extensively used on Navy ships to insulate steam and hot-water piping throughout engineering spaces and accommodations
Kaylo, manufactured by Owens-Illinois, was one of the most widely documented asbestos insulation products in Navy ship construction. Claims involving pipe-fitting, lagging, or engineering spaces work on pre-1973 vessels commonly involve Owens-Illinois.

W.R. Grace (Zonolite / MR-3) Asbestos PI Trust
Navy-relevant products: Spray-applied fireproofing in shipboard spaces, bulkhead and overhead insulation materials
W.R. Grace supplied spray-applied fireproofing and insulation materials used in bulkheads, overheads, and enclosed spaces aboard Navy vessels and at naval shore facilities. Exposure typically occurred during installation, repair, and removal.
Open / Paying
Owens Corning Fibreboard Asbestos PI Trust
Navy-relevant products: Fiberglass-composite insulation, transition materials, pipe covering systems
Owens Corning products appeared in Navy applications as the industry transitioned away from chrysotile-only insulation. Some Owens Corning products incorporated asbestos in transition formulations. Claims are evaluated on a product-specific basis.
Open / Paying
Crane Co. Asbestos Settlement Trust
Navy-relevant products: Valves, valve packing, gaskets, and sealing materials in Navy machinery spaces — used throughout the fleet in steam, fuel, and seawater systems
Crane Co. supplied valves and associated packing materials to the Navy across the full range of vessel types. Maintenance of Crane valves required disturbing compressed asbestos valve packing — a common source of exposure for Machinist's Mates, Hull Technicians, and Engineering personnel.
Open / Paying
Pittsburgh Corning Asbestos PI Trust
Navy-relevant products: Unibestos pipe insulation — documented as installed in enginerooms and firerooms on multiple ship classes
Pittsburgh Corning's Unibestos product appears in Navy litigation records for vessels ranging from destroyer escorts to aircraft carriers. Unibestos claims require evidence of the product's presence on the specific vessel, typically established through ship's logs, contractor records, or witness testimony.
Open / Paying
Armstrong World Industries Asbestos PI Trust
Navy-relevant products: Vinyl asbestos floor tile (VAT) in berthing spaces, administrative areas, and enlisted living quarters
Armstrong supplied floor tile used throughout Navy ship berthing and administrative spaces. Exposure to Armstrong VAT typically occurred during tile installation, removal, or cutting operations. Claims are also relevant for personnel aboard vessels undergoing overhaul.
Open / Paying
Celotex Corporation Asbestos PI Settlement Trust
Navy-relevant products: Asbestos insulation board used in ship bulkheads, partitions, and shore-facility construction
Celotex insulation board appeared in both shipboard and shore-facility applications. Shore-duty personnel who worked in barracks, administrative buildings, or maintenance facilities at naval bases built before 1980 may have claims involving Celotex products.

What Trust Fund Claims Require

Medical Diagnosis
A diagnosis of mesothelioma, asbestosis, lung cancer with asbestos exposure history, or another covered asbestos disease from a licensed physician. Most trusts require a pathology report or physician certification.
Product Identification
Evidence that the specific trust's product was present where you worked. For Navy claimants, this typically comes from ship histories, contractor records, prior depositions identifying the product aboard a vessel class, or co-worker testimony.
Exposure Evidence
Documentation of your presence at the location during the exposure period. For Navy veterans: DD-214, NARA muster rolls or deck logs confirming vessel assignment. For civilian shipyard workers: Social Security earnings record, union dispatch records, employment records.
Claim Form + Consent
Each trust has its own claim form and consent documentation. Most trusts have expedited review tracks for mesothelioma claimants. Attorneys handling Navy asbestos cases typically file to multiple trusts simultaneously on a contingency basis.

VA Benefits and Trust Claims Are Not Mutually Exclusive

VA disability compensation, trust fund claims, and civil lawsuits are separate legal pathways with separate rules. A veteran can pursue all three simultaneously. Receiving VA benefits does not reduce trust fund recovery, and trust fund payments do not reduce VA disability ratings. The only restriction involves certain Medicaid offset requirements that an attorney can explain in the context of your specific state.

For Navy veterans, VA claims are often the fastest path to initial compensation — no attorney needed, and no statute of limitations. Civil lawsuits and trust claims are typically pursued in parallel, handled on contingency, with no out-of-pocket cost to the veteran or family.
