Naval Air Station Point Mugu, located on the Ventura County coast north of Los Angeles, served as a major Navy test and evaluation facility for missiles, aircraft, and weapons systems. EPA and federal facility records document industrial operations at Point Mugu including a steam plant and aerodynamic test laboratory — both categories of facility where asbestos insulation was standard in equipment built during the mid-twentieth century.
Point Mugu: Test and Evaluation Mission
NAS Point Mugu was established in 1946 as a Navy missile test range and developed into the primary Pacific Missile Range facility. The installation’s technical mission required substantial infrastructure: boiler plants to generate process steam for testing equipment, aerodynamic test facilities, aircraft maintenance hangars, and support buildings for both military and civilian personnel.
EPA facility records identify Point Mugu’s steam plant operations at the installation as early as 1961. Steam plant equipment of that era — boilers, steam lines, heat exchangers, and distribution piping — was routinely insulated with asbestos block insulation, pipe lagging, and asbestos rope packing. Workers who operated, maintained, or performed work in or near the steam plant were in direct proximity to asbestos-containing insulation throughout their time at the facility.
Aerodynamic Test Laboratory
The aerodynamic test laboratory at Point Mugu, documented in EPA facility records, used high-temperature testing equipment in which asbestos was a standard component. Laboratory workers, maintenance technicians, and engineering personnel who worked in the test facility may have encountered asbestos in equipment insulation, high-temperature seals, and test apparatus gaskets.
Naval test personnel — including Aviation Ordnancemen, Aviation Structural Mechanics, and civilian GS employees in engineering and technical support roles — who worked at Point Mugu’s test facilities during the 1950s through 1970s were present in environments with documented ACM use.
Shore Facility Buildings: Common Asbestos Materials
Beyond the steam plant and test laboratory, NAS Point Mugu’s general shore infrastructure reflected the same construction practices as other large Navy installations built in the postwar period:
- Asbestos insulation in barracks and administrative building steam and hot-water systems
- Vinyl asbestos floor tile throughout buildings constructed before the mid-1970s
- Asbestos-containing fireproofing on hangar structural steel
- Asbestos pipe lagging in maintenance shop utility systems
VA and Civil Claims
Veterans who served at NAS Point Mugu in engineering, aviation maintenance, or test facility roles before 1980 may qualify for VA presumptive service connection under 38 CFR § 3.309(d) if diagnosed with mesothelioma, asbestosis, or asbestos-related lung cancer. Civilian workers at Point Mugu’s government facilities may pursue civil claims against the manufacturers of asbestos-containing products used at the installation.
